Add Nearby Voice to the Communicate menu

      In Preferences disable Voice Chat
      Open the Communicate menu.
      Note that Nearby Voice is grayed out.

      In Preferences enable Voice Chat.
      Click on Communicate->Nearby Voice.
      Note that the Nearby Voice floater appears and that there is a check mark next to Communicate->Nearby Voice.

      Click on Communicate->Nearby Voice again.
      Note that the Nearby Voice floater closes and that there is no longer a check mark next to Communicate->Nearby Voice.

      Click on Communicate->Nearby Voice once more.
      If the Nearby Voice floater is docked to the bottom bar drag it free and to the side.
      In Preferences disable Voice Chat.
      Note that the Nearby Voice floater closes and that Communicate->Nearby Voice is no longer checked and is grayed out.

      The Communicate menu currently has

      • Nearby Chat
      • Nearby People

      I was looking all over the menus the other day for what used to be Active Speakers and later was told you get the Nearby Voice floater from the little drop-up menu next to Speak on the bottom bar.

      To make discovering this easier and for consistency I would like to see Nearby Voice added to the bottom of the list in the Communicate menu.

      If voice is disabled it would be non-selectable.
