"Object Return" doesn't return distant objects

0. Make sure the object return confirmation dialog is not suppressed.
1. Make sure you're owner of parcel or estate manager
2. Right mouse click on any distant (but visible) object located on the parcel
2. And select "Remove > Return"
3. Click Ok in confirmation popup

Actual Results nothing happens
Expected Results object should be returned to an owner, or disable this menu if it's not applicable for distant objects
