Add Qarl Fizz Prim Alignment Code

Aligning prims is awkward. Qarl has written code that adds elegant alignment to the build dialog.

I would love to see this added. As the code is out and obviously, from the video, working, I would hope an easy add.

As of Jan 2012 Qarl has reported he completed a Contributors Agreement. http://www.qarl.com/qLab/?p=78

That should allow this to move forward.
