Group is only partially loading

Other information
Referred here from T J Linden who said that the group is only partially loading after investigating an issue where a resident despite having the correct permissions to build on the land is unable to, the group only partially loads and is the same anywhere on the grid, this was test by T J Linden, who suggests the group may need a refresh
Also ignore that fact that it says firestorm in the environment as this issue has been tested by a linden so it isn't a viewer based problem
