Steps to Reproduce
Editing a prim in rotation mode
Actual Behavior
I found that when I had Snap disabled the edge-on prim rotation would still snap - even though I had Snap unchecked.
Expected Behavior
The prim to rotate smoothly

Found this bug by analyzing the viewer source code, then tested in-world to verify.
