Disable "Delete Water/Sky/Day Preset" dialogs if no user presets exist

      Description

      Currently the WL presets deletion dialogs can be invoked even if there are no user-created presets. Hence there is nothing to choose from for deletion, the dialogs are useless and confusing.

      Expected: the menu items used to invoke the dialogs should be disabled if there are no deletable presets.

      This change has been approved by Wolf.
