As a user, I would like to be able to pan my view of the minimap.

The focus of the mini-map is fixed on the camera position at its centre, this change, imported from Snowglobe, allows the view to be offset from that position by shift-dragging the map, with an option to recentre on the camera position when the drag is released (enabled by default) added to the map's right-click menu.

It also lays the ground work for a future patch to allow selection of the avatar, or tracking target as the map focus as well as the camera.
