[OPEN-61] As an OS Dev using VC Express on Windows, I would like the msvcp100 and msvcr100 files to be found and copied automatically.

    Description

      Express versions of Visual C do not have the redistributable files supplied with them. Consequently, we have to download and install the redistributable package from MS. This isn't a problem, but the build process doesn't find and copy the needed files to the appropriate places in build-vc100, forcing us to manually add them after either creating the appropriate directories or running 'autobuild build' once.
      The build process should be extended to search the places where the redistributable package installs the files.
