Add support to autobuild for local archives as dependencies and as targets

    Description

      At present, autobuild expects archives either required as dependencies or produced as outputs of a build to be remote urls (http, scp).

      When developing changes that require modifying a dependency, it would be very useful to express the archive location to be a local file with a 'file' url. This could then be used to build the local dependency, delivering the output archive to a local file, then build the dependent project, importing the dependency from that same file.
