[FMOD Ex] Music stutters once every few seconds.

Particular parcel music streams don't play smoothly with FMOD Ex compiled viewer.

Notes:

• this raises the minumum version of FMOD Ex to 4.44.08 (tested with 4.44.12)
• starving stream will still experience one pause until the buffer fills up (instead of constantly stuttering)
• streams that play special intro before starting the actual music will now work
