[BUG-9952] If freeze frame is left enabled, even when snapshot floater is closed, resizing the viewer window triggers a stuck freeze frame state. #17380

Steps to Reproduce
Open the snapshot floater (CTRL+SHIFT+S).
Make sure "Freeze Frame" is ticked.
Close snapshot floater.
Resize the viewer window in any way.
Drag the window smaller or maximise the viewer window.
Observed Behaviour
As soon as the viewer window is resized, the viewer UI disappears & the world view is stuck in a freeze frame state.
Each time the window size is changed, the frozen frame refreshes.
Maximising the viewer again does not fix this.
To get out of this broken state: Use CTRL+SHIFT+S to open the snapshot floater.
Untick freeze frame.
Close snapshot floater.
This bug only reproduces on post-STORM-2040 viewers.
Expected Behaviour
Leaving Freeze Frame ticked in the closed snapshot floater should cause no adverse effects when resizing the viewer window.
Other Information
This bug is no doubt related to BUG-9021
There is a sort-of fix for BUG-9021 in Viewer-Lion, but this issue (BUG-9952) reproduces just the same on current Lion tip.

Part of Nirans proposal in STORM-2118 is to remove Freeze Frame mode & replace it with a Freeze World feature.
If Freeze Frame is going to be removed then this issue can be closed as out of scope.
I have no idea if the Freeze World feature will be accepted though because it has a problem with attachments freezing in the wrong position unless Object-Object occlusion is disabled (see comments on STORM-2118 for that problem).
