[BUG-9759] [Win 10] Unicode fonts including CJK do not display properly #17223

Description
Steps to Reproduce
Be in Windows 10
Launch latest release viewer 3.8.1.303130 and change language to Chinese or Japanese
Alternately just attempt to chat in any CJK font
Actual Behavior
CJK fonts showed up as boxes
Expected Behavior
Full CJK font support
