Steps to Reproduce

Bring up about land -> tab "options" "Safe is grayed out" although I had permissions to change it. Other third party viewers still can set or disable this option.

Actual Behavior

The owner of a terrain or someone belonging to the group to which the terrain is deeded and with appropriate permission set cannot disable the "Safe" option in the land options. Usually (and so stays in the help files) the owner or those who had permission according to group roles could always disable this option regardless of the region settings.

Expected Behavior

The option should not be grayed out.

Only when "Allow damage" in the regions settings is enabled should this option remain enabled and grayed out as it has always been, but this is another discussion.

Also reproduces on the Tool update viewer: Second Life 3.7.28 (300918) Apr 14 2015 17:06:20 (Second Life Release)

See Fig 1 attached showing "Allow Damage" disabled at the region level and the "Safe" option under About land is not able to be toggled.

I can confirm this does not reproduce Firestorm 4.6.9, see Fig 2 attached.
I am able to toggle "Safe" at the parcel level when "Allow Damage" is disabled at the region level.
Damage is fully functional on the damage enabled parcel when the region has "Allow Damage" disabled.
