imho a some like a half Minute letting everything rezz would be a good default for everyone.
Above this I would like to see
that the viewer is in charge for defining the postpone time. Even if the servers send the online-announce out
an optional slider on the login-screen of the advanced- or debug-settings login-screen
to select some postpone of the 'online-announce' message.
The value should be between a half and 15 minutes.
The last selected slider-value should be saved for the next login (the 'settings.xml' looks as the right place to me).
An easy per session to change value is needed due its mostly depending of ones current state/mood.
The slider might on the login-page could look like in this mockup

many ppl seem to need a short 'Transition Time' after logging in to SL. Canary Beck wrote a good article about describing this.
Through this ppl could be a bit more relaxed and do not feel over-strained. Indeed ppl could feel to be in charge.
