[BUG-48140] Offline 'friend' immediately shows as online when sending an IM #13240

Steps to Reproduce

Writing and sending an IM to a Friend.

Actual Behavior

A friend logged off as I was typing an IM. Just before I sent it, I got the system message that < the friend> is offline. That's normal when a friend logs out. I pressed Return to send the IM, whereupon I instantly got the system message that the Friend is online. I checked my Friends list and the Friend is highlighted as being online, but it isn't online. It happens so quickly that it isn't possible for anyone to log out and in in the second or two that it took. I straightaway sent another (short) IM, and I got the correct message that the Friend is offline and that the message will be stored, as normal. It's been happening quite frequently in the last few weeks, and with any Friend. It may even happen with those who are not friends, but I don't know.

Expected Behavior

I was expecting the ' is offline and the message will be stored' system message

Other information

This bug is very similar to #SVC-6653, but that one has been open since 2010, remains unassigned, and appears to be dead.

SVC-6653 appears to have been imported but as far as I'm aware has never been fixed.
