[BUG-40937] Shared media a great distance away (different region even) sometimes plays at maximum volume when entering a region or moving camera slightly. #12543

This bug has reproduced for me in multiple locations.
Repro below is just one location where I can reproduce it easily.
Steps to Reproduce
Delete settings folder so you are using default settings.
Login at or teleport to http://maps.secondlife.com/secondlife/Testylvania%20Sandbox/89/117/22
Don't move camera and don't move avatar.
Observed Behaviour
Often when entering the above location, shared media that is a large distance away from my avatar will start to play at maximum volume, as if you were standing right next to it.

If you zoom camera to the prim playing the media, or move your avatar close to that prim, the media volume fixes itself and plays at the correct level and moving camera or avatar away from the prim again usually fades the media volume correctly.
However, just randomly turning your avatar or moving camera view slightly can easily trigger the far away media to start playing at full volume again.

Expected Behaviour
Shared media audio should not be audible when it's far away.
Kyle has also reproduced this bug.
