Parcel privacy enabled: World -> About land -> Options -> "Avatars on other parcels can see and chat with avatars on this parcel" needs to be unticked
Add at least one agent to the parcel ban list: World -> About land -> Access -> Banned Residents.
Avatar A & Avatar B go to parcel C.
Avatar A stand on the terrain on parcel C.
Avatar B fly up to a height of at least 51m above the terrain level on Parcel C - 100m above terrain is fine.
Avatar A & Avatar B verify that they cannot see each other when focusing camera on each other.
Communicate -> Nearby People -> Right click avatar name -> Zoom in.
The fact Avatar A & Avatar B cannot see each other is expected behaviour when parcel privacy is enabled - see "Other Information".
Avatar A keep camera focused on Avatar B & Avatar B keep camera focused on Avatar A.
Go to World -> About land -> Access.
Remove all agents from the parcel ban list so the ban list is empty.
Observed Behaviour
When the parcel ban list is empty, Avatar A & Avatar B will be visible to each other.
Add a single agent to the parcel ban list again & verify that Avatar A & Avatar B once again cannot see each other.

Kippy (Avatar B) is directly above Whirly at a height of 137m
Observe how Kippy is only visible to Whirly when the parcel ban list is empty.
Expected Behaviour
Avatar A & Avatar B should not be able to see each other when the parcel ban list is empty.
Other Information
By design, when your parcel becomes private by disabling 'Avatars on other parcels can see and chat with avatars on this parcel', avatars who are inside the parcel boundaries and below the parcel height (which is ground height + 50m) cannot see avatars outside of this area. This height boundary for parcel privacy is in place to allow parcels which deny public access to be private, since strangers can enter the parcel above the parcel height.
When an avatar is >50m above the ground on this parcel, he cannot see avatars who are <50m above the ground in the same parcel.
Parcel privacy only works as expected when at least one agent is on the parcel ban list
