Relog.
Note the relog isn't a necessary step to reproduce this bug, but it's best to relog after changing graphics settings in this way, or the UI will be broken as reported in BUG-10854.
Observe after relog, user interface doesn't reproduce BUG-10854 & inworld graphics render as expected for basic shaders being disabled.

Steps To Reproduce
Set graphics to Low quality
Preferences -> Graphics -> Quality & speed
Disable Basic Shaders
Preferences -> Graphics -> Advanced Settings -> Untick "Basic Shaders"
Relog.

Point camera NE with the "market stall sample" object in view - like this: https://prnt.sc/pj87pu
Move your camera view very slightly around & closer & further from the market stall.
Observed Behaviour
At a certain camera position, all inworld textures will animate & the viewer UI will disappear.
See these 2 short videos showing this effect:
On my system, I can only reproduce this when both basic shaders AND transparent water are disabled.
If either basic shaders &/or transparent water are enabled, the bug does not reproduce.
Preferences -> Graphics -> Advanced Settings -> Transparent Water.
UPDATE: Additionally if you disable Avatars from Advanced > Rendering Types the issue triggers much easier at the same location
