[BUG-227589] Banned user from group can still send Notices #5838

What just happened?

A user was banned from a group that allows users to send Notices. After the ban, this user was still able to send notices even 4 days after the ban, using it as a spamm tool.

In details:

  • A user sent a notice not following the rules of the group. Yes, I put the Everyone role to be able to send notices, because it is an ad group.
  • I banned the user from the group using the group info panel, members list. Since the user wasn't in the chat list, I wasn't able to do the steps used to eject and ban chat spammers. (A note here: I didn't tried to eject first, because I did an eject in another group, and got an error that user was ejected when I tried to add to ban)
  • The user was able to continue sending notices even after banned.
  • I removed the person from the ban, to see what could happen. Person still sending notices even without being in the group. This was in the 2nd day after the incident. The person didn't joined the group again.
  • I removed the ability to send the notices from the role. Spammer was still able to send notices. One of our staff was denied to send only in the next day. He did a relog just after I applied the changes, and he was still sending notices (so, it didn't applied with a relog, as it happens with the chat).
  • A moderator banned the person again in another region. The spammer stopped only almost 12 hours later. Was able to send notices even after the second ban.

Was in my region working (building).

What were you expecting to happen instead?

That the ban applied to the person denied it to send Notices immediately.

Note: the spammer never joined the group chat, only was sending Notices.

We wanted to see if the banned account made some special moves, could you pass on their name via notecard, please?
