The horizon line does not have a blue haze.

According to the test plan: Environment Rendering conformity test -> Sky presets (https://lindenlab.atlassian.net/wiki/spaces/SLPP/pages/748323232/Environment+Rendering+conformity+test).
The bug is reproduced on Win10 and OSX.
Also, the bug is reproduced with different graphics settings and other sky presets:
Test 2 (see ‘Mid.png’ and ‘Mid - Release.png’)
Render Settings: Mid.
Environment: "Sheer Surreality" from Library/Environments/Skies
Actual result:
The horizon line does not have a blue haze.
Expected result:
The horizon line has a blue haze.
Test 3 (see ‘Between Low and Mid.png’ and ‘Between Low and Mid - Release.png’)
Render Settings: Between Low and Mid.
Environment: "Sheer Surreality" from Library/Environments/Skies
Actual result:
The horizon line is blue.
Expected result:
The horizon line is purple.
Test 7 (see ‘High - Incongruent Truths.png’ and ‘High - Incongruent Truths - Release.png’)
Render Settings: High.
Environment: "Incongruent Truths" from Library/Environments/Skies
Actual result:
The horizon line is blue.
Expected result:
The horizon line is yellow below the sun and light blue otherwise.
