After toggling various graphics settings, I discovered it was necessary to disable atmospheric shaders (or enable ALM) in order to be able to see at midday setting.
What were you doing when it happened?
I was doing some quick shopping, TPing from store to store, changed my sky setting to midday, but found I was still in the dark. Anything full bright or had glow was glaring back at me with such intensity I could barely see the vendors.
What were you expecting to happen instead?
Normally when visiting busy shopping locations, I disable ALM, but keep atmospheric shaders enabled.
I was expecting by switching to midday, I wouldn't be in the dark, but be able to see where I was going and not be blinded by full bright and/or glare of glow.
Other information
I am acutely aware of those users who are unable to run the viewer without ALM, including myself at times. The difference with EEP is vast at times which is really unfortunate.

On the new Second Life Release 6.2.2.526976 (64bit) nightly build, Midday is no longer dark when ALM is disabled but the other parts of this bug still reproduce.
When ALM is disabled, all objects look full bright.
When ALM is disabled, glow is way too strong, even a 0.1 glow burns out your retinas.
