The problem can be seen on any object using specular textures or a medium or high legacy shine.
The strength of the effect depends on how much light there is in the scene.
Steps below are a very simple repro that shows the effect easily.
On an EEP viewer, set environment to midday.
Rez a default cube and set it to have medium legacy shine.
Rez another default cube & add the "blank" specular texture & leave glossiness & environment settings on default.
Observe the top faces of the cubes where the sunlight hits.
Compare behaviour on a legacy viewer.
Observed Behaviour
Since the latest EEP-RC update, all specular textures & objects with legacy shine set to medium or high are blown out to a bright white glow.
Fig 1 attached shows a default cube with blank specular texture on the left & a default cube with legacy medium shine on the right.
Sun is set to default midday.
Fig3 attached shows a comparison of some plants made by Cubes Republic on the legacy viewer & EEP.
The plants are supposed to have a very low specular effect as seen on the left but on the EEP viewer they appear with a plastic look & some plants look almost metalic.
The plants are rezzed at this location for testing: http://maps.secondlife.com/secondlife/By%20Design1/73/103/22
(Note to self: CR Cordyline Terminalis - Pink 1 in inventory)
Also look at the plane rezzed at this location, which has blown out specularity on EEP as shown in Fig 4 attached,
Expected Behaviour
Legacy shine & specular shouldn't burn out your retinas on EPP viewers.

I just wish to add, the specularity maps used on my plants and the ground plane use the alpha channel of the normal map to modulate the gloss, thank you.
Also my comparison images were taken using the default midday, notice how the default ply texture is much more saturated on the right.
