[BUG-226749] [EEP] When ALM is enabled, sun reflections in water are blinding white glow and flash too much if water has transparency. #5207

Steps To Reproduce
Using an EEP viewer, set water to default and observe how the sun reflects in the water when environment is set to sunset & sunrise.
Change the water to "Lassies Clearwater" from the Library & observe how the sun reflects in the water.
My graphics settings in the attached images are on default Ultra.
You need ALM enabled to reproduce the bug.
Observed Behaviour
The sunlight reflections in the water are way overblown & either a blindingly white line or odd looking strobing flashes of white if the water setting has transparency.

Fig 1 - Sunset, default water on EEP with ALM enabled - the reflection is far too bright & glowy.
Fig 2 - Sunset, default water on EEP with ALM disabled - looks good.
Fig 3 - Sunset, default water on legacy with ALM enabled - looks good.
Fig 4 - Pretty much any sky setting with a water that has transparency - has a horrible specked flash.

Expected Behaviour
Water reflections should look nice with ALM enabled.

Bug reproduces on latest EEP nightly: Second Life Test 6.2.0.526156 (64bit)
Bug reproduces on current EEP-RC: Second Life Release 6.2.0.526104 (64bit)
Bug does not reproduce on default release: Second Life Release 6.1.1.525446 (64bit)
