Observe all the settings under "Sky Altitudes" show (region environment) as expected.
See Fig 1 attached.
In World -> About Land -> Environment, click the "Use Inventory" button.
Choose any fixed sky setting.
OBSERVED
The sky setting you chose is shown as the Ground setting. The upper altitudes still show as (region environment).
See Fig 2 attached.
However the sky setting you applied is active for all altitudes when you fly up to check.
EXPECTED
The settings names for the upper altitudes should be the same as for the Ground setting.

The day setting you chose is shown as the Ground setting. The upper altitudes show as (empty).

Other Information
If (empty) for the upper sky settings is supposed to denote that the upper sky altitudes are using the same setting as the Ground altitude, then the only actual bug here is when setting a fixed sky setting via "Use Inventory" on a parcel, where the upper altitudes show they are using the region environment when they are not.
I still think it would be clearer to display the actual settings names for the upper altitudes rather then (empty) though, but that's a minor quibble.
Note to self: There is a simulator fix coming up for this bug: If you drag an item to sky two or higher on a parcel or change the parcel's day length that didn't previously have a day cycle attached to it it does not correctly show the the ground and water names.
