The water will show a reflection of the colors of the avatar around the edges of the avatar regardless of how far away from the water the avatar is. This is independent of advanced lighting enabled/disabled, water reflection settings, etc. When object-object occlusion is enabled the reflection will flicker.
What were you doing when it happened?
When standing on land near water or flying above water, look at the water when your avatar is in view. The avatar should be wearing colors that contrast with the color of the water.
What were you expecting to happen instead?
Water should only reflect the avatar colors when the avatar in a location where the colors would be reflected in real-life - i.e. when floating in the water, etc. The current release viewers don't show this color fringing even with the water set to reflect avatars.
Other information
The water will reflect both the colors of the system avatar and the colors of worn mesh clothing.
