BUG-225446 has regressed on EEP viewer Second Life Release 5.1.9.519298 (64bit)
Or possibly this is a new bug, because the effect on EEP viewers is much worse then on release.
Wear some non-full bright HUDs & examine how they render under different EEP environment settings.

HUDs are definitely affected by something...
Repro:
rez a prim
attach to HUD (for instance, Center 2)
find a transparent texture in your inventory
drag the texture from inventory onto the prim
right-click the HUD attached prim and it turns almost completely dark
View of the texture in the texture preview floater:
Once broken, the brightness of the HUD will change with the sun direction (for instance moving it to south-west brightened it but still far removed from what it should look like):

Repros consistently on Second Life Release 6.4.1.540593 (64bit)
Repros on ALM and Atmospheric shaders but not Basic shaders
This bug makes a lot of clothing retexturing HUDs nearly unusable

I think this may be a different HUD bug to Kitties above because this repros on a default prim HUD with the default wood texture too!

Observed Behaviour
Parts of the HUD are totally black when the environment is set to certain settings - most settings actually, even midday.

Bug repros with ALM enabled & ALM disabled.
Expected Behaviour
HUDs should not be affected by environment settings.
The HUD I'm using to repro this isn't affected as badly on default release (Second Life Release 5.1.9.519298 (64bit))

On default release, at least you can see the text on the buttons. On the EEP viewer, the affected HUD buttons are just black.
