The sky should not have water ripples when ALM is disabled.
Can we keep this effect as an optional feature that works when ALM is both enabled & disabled? :D
Other Information
I thought at first this effect was caused by the fact I used the same texture for the clouds as for the water normal map, but this isn't the case. I made other environments using the same textures & the bug did not reproduce.
Steps To Reproduce
Apply "BUG-225692 bug test" day to a parcel, region or just apply it locally.
Observe how the environment renders with ALM enabled & ALM disabled.

Already passed to Dan, Kyle, Alexa & Rider.
Observed Behaviour
When ALM is enabled, the environment renders correctly.
When ALM is disabled, the sky renders as if you are seeing water ripples.
This is a cool effect though!
