[BUG-225498] [EEP] EEP environments render very differently when toggling ALM compared to legacy windlights. #4283

Steps To Reproduce

  • Using a legacy viewer (Second Life Release 5.1.8.518593 (64bit)), set custom sky to "BUG-225498 Test Sky" (attached) & water to "Default".

  • Observe how the windlight looks with both ALM enabled & ALM disabled.

  • Observe that there really isn't much difference in how the sky & water render when ALM is enabled & disabled.

  • Fig 1 attached shows legacy with ALM enabled.

  • Fig 2 shows legacy with ALM disabled.

  • Login to an EEP region on Second Life Test 5.1.9.519798 (64bit)

  • I'm testing at secondlife://Aditi/secondlife/EEPTesting/248/64/23

  • World -> Environments ->My Environments.

  • Create new sky & double click to open the editor.

  • Import -> Choose BUG-225498%20Test%20Sky.xml & save it.

  • Apply "BUG-225498 Test Sky" - apply locally is fine to repro.

  • Set water environment to default.

  • Toggle ALM on & off & observe how the environment renders.

    Observed Behaviour

  • Fig 3 shows the environment on EEP with ALM enabled.

  • Fig 4 shows the environment on EEP when ALM is disabled.

  • As you can see, there is a huge difference in how both the sky & water renders on EEP with ALM enabled & disabled, whereas on legacy they were practically identical.

  • I'm ignoring the water looking odd for now because I presume this is related to BUG-225490

  • The environment doesn't render as expected with either ALM enabled or disabled.

  • When ALM is enabled, the lighting appears too dark & there is a vignette effect towards the edges of the screen where it's even darker.

  • When ALM is disabled, there is too much haze & it looks foggy.

  • The actual colours in the sky & the clouds look correct & are a very close match to how the sky looks on legacy when both ALM is enabled & disabled - they may look a bit different on the EEP images but they are actually not if you cam around.
    It's the lighting & haze of the scene that is incorrect depending on the ALM setting.

    Expected Behaviour

  • Imported legacy windlights should match more closely to the legacy look on EEP.

  • There should not be such a variation in how the environment looks when ALM is enabled & disabled.

  • I have no idea what's up with the water - that's just really bugging out & is the wrong colour when both ALM is enabled & disabled.

This probably shows the problem better.
Go to http://maps.secondlife.com/secondlife/Testylvania%20Sandbox/150/126/22
This region is using the "BUG-225498 Test Sky" as fixed region sky.
This region is not EEP enabled, so an EEP viewer should just fall back to using the legacy region windlight and it should render the same as on a legacy viewer. (?)

Compare how it looks when toggling ALM on a legacy viewer & an an EEP viewer.

This still repros on Second Life Test 5.1.9.519853 (64bit) on my other computer.
Bug repros when using both the integrated Intel HD 630 graphics & when using the dedicated Nvidia GTX 1050ti card.
