I'm not sure if this is a minor bug, an improvement request or expected behaviour.
Steps To Reproduce
Apply any environment locally - "Apply only to myself".
Go to a parcel where you can change the environment & apply a different environment to the parcel.
Apply a different environment to the region.
Observed Behaviour
When you have applied an environment locally that session, so that "Use shared environment" is disabled, when you later apply an environment to a parcel or region, you cannot see the changes because you are still viewing the local environment.
Expected Behaviour
I would expect that when "Use shared environment" is currently disabled, if you choose to apply an environment to a parcel or to a region, "Use shared environment" should enable so that you can see the changes you applied.
