There is an "Object Bonus" setting in region tools, which is available to all estate managers. This is a multiplier against the number of objects allowed in each parcel for regions where the operators don't want to allocate prims based on land area per owner.
It's very rare that this setting gets changed intentionally. Typically it's done when first setting up a region, or for a major redesign.
Suggestions for discussion are either or both of:
Add a mollyguard when changing this value. eg., an explanatory dialog that has to be dismissed when first attempting to change the value, or a confirmation when committing a new value.
Limit "Object Bonus" changes to the region owner. Most use cases for adding an estate manager don't include delegating responsibility for such a feature.
Why is this feature important to you? How would it benefit the community?
It's a rite of initiation that new estate managers tweak this value to see what it does. If they lower it, they see a large number of objects get autoreturned. Or if they raise it without understanding the implications, they are later faced with some parcel owners being unable to rez prims anymore; the region is full while the individual's parcel is below its prim budget. If the number is corrected without cooperating with all parcel owners, this can become another case of a widespread object return.
