[BUG-11821] Unable to mute or change volume of media sounds using the Nearby Media controls (Mac OS X) #1943

- Login on http://automated-builds-secondlife-com.s3.amazonaws.com/hg/repo/viewer-release-noqt/rev/314253/arch/Darwin/index.html
- Load a web page that plays sound in the internal web browser or on a MOAP or on a prim using parcel media.
- For example, use https://www.youtube.com/watch?v=w00GcrF82u4
- Play the video
- Put your mouse over Nearby Media button (top-right corner - at current time label).
- Click on “More>>” button to expand Nearby Media dialog (see screenshot).
- Click on currently played Youtube media from list.
- Try to mute just the media sounds by clicking on the speaker icon or by sliding the volume slider down to minimum.
Actual Behavior
Media sounds cannot be muted.
Media volume does not respond to the volume slider.
If the web page itself includes a volume slider or a mute button, this does work to mute the media.
It is not possible to use this workaround for parcel media however.
Expected Behavior
The Nearby Media volume controls should allow you to raise & lower the media volume and to mute sounds from selected media.
Other information
Reproduce on default release Second Life 4.0.3 (312816) Mar 22 2016 15:54:35 (Second Life Release). This works fine on Windows build.

I suspect this reproduces on Linux too - Firestorm Linux users can reproduce it.
Doesn't repro on Windows.

Obviously I can't test on the SL Viewer for Linux, but this does still occur on Linux in FS 6.4.5 (60798)
