I don't have land rights to test this on Agni RC LeTigre 17.05.05.326149
But it reproduces on Haunter 17.05.05.326149 regions on Aditi.
I presume Haunter 17.05.05.326149 is identical to LeTigre 17.05.05.326149

Steps To Reproduce

• Avatar A & Avatar B should both use the Maint-RC Mimosa viewer: http://wiki.secondlife.com/wiki/Release_Notes/Second_Life_Release/5.0.5.326444

• Avatar A Login to Region C running on Haunter 17.05.05.326149.

• Region C should have "Allow Parcel Owners to be more restrictive" enabled.
  eg) Test Region C: secondlife://Aditi/secondlife/Lead%20Shih%20Tzu%200%20PGI%20E5530%20Homestead/171/94/22

• Avatar A go to Parcel D on Region C.

• Avatar A must own Parcel D.

• Avatar A on Parcel D: World -> About Land -> Access

• Avatar A set Parcel D access settings as shown in Fig 1 attached.

• Avatar B Go to Region C & try to access Parcel D.

  Observed Behaviour

• Even though Parcel D has "Anyone can visit" enabled (see Fig 1), Avatar B cannot enter Parcel D unless they are a member of the land group.

• See Fig 2 attached.

  Expected Behaviour

  I thought BUG-4994 was supposed to be fixed with Jigglypuff viewers on Haunter regions, but maybe I'm wrong...
