Create a secondary voting system for reopening of a resolved/closed issue with votes that will spill over into main voting.

At present time a closed/resolved issue cannot acquire any kind of vote. It is my proposal that a secondary system be added into the JIRA that will register votes for the reopening of such issues and then, upon reopening, tally the secondary votes into the main total.

This should null the problems caused by users randomly closing issues without a good reason.

It only takes one vote to reopen an issue right now. If people think an issue should be reopened, they should do it.

I am closing this issue myself due to utter disgust in the Human Race as a whole.
