When I find a bug related to non-ASCII character handling, I need to write some concrete example that contains particular non-ASCII characters. At this moment, JIRA doesn't allow them in Description. It is hard to explain conditions or repro steps without non-ASCII characters if presense of non-ASCII characters in some particluar context is essential for the bug.

REPRO:

Login to jira.secondlife.com.
Choose CREATE NEW ISSUE.
Select VWR project and BUG issue type (just for an example.)
Write some appropriate text on fields. Type some non-ASCII characters, e.g., some Japanese kanji on Description field. (Note that they appear correctly at this point.)
click on "Create" button.
Choose FIND ISSUE.
Enter some condition to identify the issue you just created, and hit "View".

OBSERVED BEHAVIOUR:

Non-ASCII characters entered in Description field disappear.

EXPECTED BEHAVIOUR:

Non-ASCII characters are preseved as they were entered.

I recently found that JIRA actually accepts some non-ASCII characters. Though I have not tested extensively, but I guess Latin-1 (ISO 8859-1) characters including ASCII ones are accepted, and anything else are turned into a question mark.

Hope this is fixed.

Annoyingly, it filters out British quotes and apostrophes too. ( ", ", ' & ' )
Test: I assume «» (French quotes, et al), among others, are kept as is? (considering their unicode index)

This bugs me too, how it turns my em dashes (like "--") into question marks... —

Rob Linden thinks that because of http://jira.atlassian.com/browse/JRA-8708 , this is more likely to be a config issue than a bug in JIRA.

I've just noticed that there ARE some JIRA pages that carry non-ASCII characters. Did you fix it?
