Prokofy suggested that votes should continue to be gathered during resolution (or resolution's renamed equivalent - see WEB-247). ...I'm not really sure why we need this, though, if we keep the ability to re-open to everyone. Would someone vote on an issue while still uncertain of whether it is actually still an issue? (Though, it would need to be more obvious that these (reopen and vote) are the steps that should be taken if in such a situation.)
