Mercia, I understand the ramifications of the TOS. My initial request description was first and foremost about the Community Standards. People in general don't reads Terms of Services anyway... it only makes sense from a legal standpoint.
I wasn't implying that it makes LLs liable for lawsuits in other countries, but that it would at least properly communicate the TOS to foreign lawyers to perhaps prevent suits to be initiated at the first place. Google or MySpace have localized their TOS as applicable to the State of California for a reason... Considering previous and pending legal actions and the way they are being handled, I see very little legal anticipation against these problems. I mentioned the TOS because are closely associated to the community standards and affiliated policies. I agree that the TOS is not a necessity and will likely be done along localizations of the Second Life website, however the community standards and policies should be of an immediate priority from my perspective. Thank you for updating the description and changing it to New Feature, I think it will get more attention in this form. The ToS are irrelevant as that is where the Community Standards are lifted from. I have not checked but at the very least there should be a link "Translate this Page." Even though such automated translations are suspect it would at least give an idea to those whose English is very weak. Though the legal point remains that someone has claimed in joining SL that they understand and accept the ToS (which includes the Community Standards). Google are in a different legal scenario, as only a tiny minority of Google users sign up to any agreement (I.e., iGoogle or GMail users).

In other words, those who access the service outside the USA are accepting that it is a USA-based service. I do not think any LL legal eagles are about to resign anytime soon. Added to that, any legal counsel worth their salt would have added to the translation: "This translation is not binding on Linden Labs, which is governed by the English version of the Terms of Service." Translations would be nice, but a lack of them does not make LLs liable for suits in other countries.
If 50% of non-English speakers are unaware of the Terms of Service, why did they tick that they accepted them on signing up.
I would recommend that you close this report, and replace it with a more measured feature request to translate the web site.
