Maybe make the comment box at the bottom of the page shown by default.

Remove the "clone" option (~~WEB-76~~). (done)

Clone's been removed... lemme find out about comment box auto-show.

This is partially Fixed, and I say that because:

(1) I removed Clone to simplify.

(2) I talked to Atlassian, and there's not a way to have the comments show by default for everyone new. HOWEVER, after you click "Comment on this issue", there's a link in the upper-right of the comment box, "Always Show", which will persistently display the comment box from that point forth. Sounds like a good tip that should be shared more.

Thanks Torley! I still wish there were some way to automate the "always show" cookie

I still have the feeling that there could be more to be done, but I guess that can go into a new sub-issue.
