using arrows to scroll through inventory results in extremely fast travel to the beginning or end of the inventory, making it nearly impossible to find anything in the middle.

CORRECTION: Problem occurs with mouse scroll wheel (even set to slowest setting in mouse properties). Microsoft wireless laser mouse 5000.

I wasn't able to reproduce this. Inventory scrolling with the arrow keys travels at the usual speed for me.

Try it with the mouse scroll wheel, not the scroll arrows. Sorry.

Hmm, interesting, still not reproducing for me by scrolling with either my Targus laser mouse or my touch pad on Vista.

this sounds like a duplicate of the vwr-7948 (Auto-scroll and folder automatic open too fast to be useful) bug which is already reported and imported!
