With the new feature on notices scrolling off after 200 notices sent per day, it becomes highly necessary for a group owner to be able to limit the number of notices an individual can send in a group to avoid abuse of the group notices feature.

It already happens in some large active groups that the notices feature gets abused. Even though groups often have rules on limits on how many notices can be sent by a person in announcement groups, we are at the mercy of the person sending the notice that they will follow the rules. It's already a situation that people lose their posting priveledges but the main problem with this is that it happens after the fact, and in a worst case scenario, the notices could be abused to actually grief the group to scroll its archive, so that older posts disappear and the performance of the group grinds to a halt, forcing users to quit the group to stop receiving the notices. Much the same way that griefers scroll chat. This was not so much a problem before as notices expired in a set period of time, but now that the notices archive can be actively scrolled by users I fear abuse, as this is a common sort of abuse in forums and chat for quite many years.

a few notes:

some claim that you can have notices sent to email

- notices in email has been broken for quite a while in large groups
- someone spamming via notices could be interpreted as an attack on their email account (assuming proper function, which it doesnt atm)

implementation should be a simple dialog within group roles. When assigning notice rights to a role in a group, you should also have the ability to set the amount of notices allowed to be sent within a set timeframe, say x number of notices allowed per day and/or per week.

LL may consider the archive as just a kind of "overflow" for online popups, but for many groups it's become a vital archive of activity to refer people back to, and for administrators to use to review and moderate content. While a group sending 50 notices a day may seem to a non-member excessive, more than 7000 members on Fashion Consolidated (+100/week) say otherwise, but this new rule will cut down the archive to less than 4 days from what was 31 a month or so ago.

Please consider in this context that a disgruntled member could effectively clear out the archive - effectively a denial of service to those who purposefully disable instant delivery and review the archives periodically. Of course these people can have posting privs removed, but it's yet one more administration task for group managers to perform, due to the terribly patchy group software (see my other JIRAs!).
