Is RenderGlow set to TRUE in your Debug Settings?
I also met with the same issue.
RenderGlow is set to TRUE in Debug Settings. My environment is below: I have seen the same behaviour in RC2 and RC3. RenderGlow is set to TRUE (as per default), though no combination of glow parameters or whether or not amospheric rendering is on.
Glow works as predicted with 1.19.1.4 (both the old RC and the new standard). Details as follows (and no jokes about trying to run SL on this level of hardware – it is surprisingly usable at low settings) Machine Name: PowerBook G4 17" Glow also not working for me. Render Glow is set to True. Additionally, Linden water is black (separate issue, reported).

CPU: Dual PowerPC 970 (1800 MHz) Glow's now not working on RC4 either, water's still black too.
I really miss it v_v MacBook Pro 2.2 having the same lack of glow since RC3 (as far as I can tell)

Same problem but on all versions of the software. (RC and otherwise)
Dispite having glow options turned on, I am not seeing any glow effects. I am running the most up to date driver for my video card, as provided by my laptop provider; since ATI does not provide drivers for the mobility series on their website. CPU: Intel Core Series Processor (1828 MHz) Issue still remains even after 1.20 went live.
Post process set to high. Updating to current version as bug still remains.
Dimentox, are you still experiencing this problem after using the latest Release Candidate?
