The joystick settings are scaled radically differently depending whether the 3D cursor checkbox is set. This means that anyone trying to compare settings between Mac or Linux (which don't require the 3D cursor mode), and Windows (which does) is likely to get confused unless they are aware of this. This leads to extra complications when writing tutorials etc.

This could be made more transparent to the user by prescaling the settings to a normalized range when presented in the UI.

Converting to a feature request, as the existing behaviour is just because of the difference between platforms, rather than an actual bug.

Lets not forget about Linux, settings are scaled completely different from windows and it doesnt require 3D cursor either. Dont have a Mac at all so dont know about Mac.

Yeah, I was a little inaccurate with my description, I'll correct it. Really this would only be an interim solution till these settings get a more useable UI anyway.
