[UPDATE July 28: Periapse Linden reports that the "Tools" menu will no longer auto-hide in a future version (probably 1.21).]

The "Tools" option isn't displayed on the list of options in the 1.20rc viewer unless the build menu is enabled.

In the 1.19 viewer, this option is normally always displayed between "world" and "help."

Is there any need for this to be hidden when the build menu is hidden?

Having to have the Build Dialog open before the Tool menu shows includes the following undesirable consequences:

i) it is not possible to switch between selecting only my objects and selecting all objects (etc.) unless you already have the build menu open (which means that you have to select something at random in order to open the build dialog which adds unnecessary steps)

ii) whilst on no-build land you cannot open the build dialog and therefore cannot switch between selecting my objects and selecting all objects etc (even though there may be objects you wish to select and, for instance, have permission to edit/move)

iii) the Tools menu contains a number of options for opening the build menu in its various modes (rather than the default) - it doesn't now make sense that you have to open the build dialog in order to access the menus to open the build dialog!

iv) many find having the top level menus change depending on context a more confusing UI
