conference chat not starting, when trying to send a message in conference chat I keep getting failure errors, this problem is directly due to friends list not loading and being perm stuck on "Waiting"&"Hippos"

Closing as a duplicate of several other issues. We're trying to better understand the root cause internally. Thanks for pointing out this manifestation.
