This issue duplicates:

~~VWR-5479~~ The option "Save Texture As" from File menu is not active in 1.19.1 (0) (Second Life Release Candidate)

Unable to use "Save Texture As..."

Trying to download textures that you have made yourself is not working, "Save Texture As..." is grayed out. Using the regular SL version they are able to be downloaded.
