Sorry to be blunt, but really: whoever had that idea should be taken off from any kind of UI work
Really. Moving interface elements are the most irritating "feature" one can have - people develop muscle memory over time for where controls are and go there more or less on reflex. Now we have the "release keys" button - which for example is triggered by many scripted HUDs, since taking control of keys guarantees execution of scripts in no-script areas - hop into the place where at other times the "IM received" button is located. The result will be people accidentily clicking the "release keys" button and so disabling AOs, Mystitools, whatever else uses the take-control trick. Which will lead to tons of questions to content creators and scripters about why their product randomly detaches, where it is just a rather bad UI choice that makes people misclick.
Moving interface elements: don't do that.
