1. Observe an object with alpha textures, or a transparent object (eg: tips of hair, spinning for-sale signs, windows, etc.)
2. Zoom the camera out.

Observed: Alpha textures turn opaque while zooming out. Smaller surfaces turn opaque at shorter zoom distances than large surfaces.

Expected: Alpha textures and transparent objects should retain their transparency up to the limit of draw distance, and then be culled altogether.

Snapshot_003 Hair tips are opaque, but sign and neighbor's windows are normal.
Snapshot_004 Top of sign, neighbor's windows, and even distant trees are opaque,
where they should be transparent or partly transparent (alpha).
