To duplicate:
1. Disable all shaders, local lights, etc.
2. Rez a default cube and dial up its transparency to 90% or so.
3. ALT-zoom in and out, centered on the cube. At some distances the object snaps to fully opaque. Also try this with Ctrl-Alt-T to see it snap in and out of transparency.
