What parts are the bug, exactly? Can you post another pic side by side to compare? And is this something you can reproduce?
The issue you're having is with texture stretching.
Second Life renders texture selection by placing a white crosshair on the middle of the primitive face that you're selecting, and scales that crosshair based on the stretch of the texture. As you sample smaller areas of the texture, the crosshair will "zoom" until it covers the entire face, resulting in the apparent "white" appearance. This is not a viewer error. This is lack of knowledge from the OP resident. I believe the duplicate of this bug describes it better. It's not fixed anyway, reopening it.
(sorry about this... tried to change the status to "Duplicate" but I just noticed that "Resolution" is what gets marked as duplicate... The icon changed anyway
