Original summary: Shiny objects are rendered as matt (i.e. NOT shiny) when the Windlight Viewer is set to Midnight.

Shiny or reflective prim objects are only shiny in the daylight settings of the Windlight viewer - on the Midnight setting they have a dull matt texture.
