Property lines not visible looking through Windlight water

Property lines are not visible looking through water in Windlight 1.18.5 (73655). That is, if the line is underwater, and the camera is above water (or vice versa), the line is not visible.

Other special overlays, such as highlights for beacons, are also hidden by shader water.

Terraform dots are not visible through the water either.

Description Property line characteristics need to be changed to make them visible when the lines are underwater. Property lines are not visible looking through water in Windlight 1.18.5 (73655). That is, if the line is underwater, and the camera is above water (or vice versa), the line is not visible.
